Reminders on Precautions Related to the “Revoke Card” Action

In recent days, the Joint Office of the State Council has deployed a nationwide special campaign to crack down on the telecommunications network fraud "Revoke Card". This action will impose credit punishment and public exposure on untrustworthy users who are identified by the Ministry of Public Security as renting, lending, selling, or purchasing mobile phone cards and bank cards, and severe cases will be prosecuted according to the law. In order to prevent teachers and students from entering the trap of telecommunications fraud criminals by mistake, the relevant precautions are now reminded as follows:

1. Which cards are "Revoke Cards"?

The flooding of illegal "two cards" is an important source of the continuous high incidence of Internet-related crimes such as telecommunications fraud and online gambling! The "Two Cards" mainly refers to:

1) In terms of bank cards: including personal bank cards, public accounts and debit cards, as well as accounts of non-bank payment institutions, which we usually refer to the third-party payments such as WeChat and Alipay.

2) In terms of mobile phone cards: including the mobile phone cards of the three major operators we usually use, as well as the phone cards of virtual operators and the Internet of Things cards.

2. The punishments faced by persons involved in the "Two Cards"

1) In terms of mobile phone cards:

For untrustworthy users identified by the public security organs for renting, lending, or selling mobile phone cards and used for telecommunications network fraud crimes to cause losses, the three basic operators must implement disciplinary measures that only one phone card can be retained to the users and they will not be allowed to use mobile phone cards to access the network for two years. Those who constitute a criminal penalty shall be severely punished in accordance with the law.

2) In terms of bank card:

For untrustworthy users identified by the public security organs, disciplinary measures such as keeping only one bank card, restriction on opening new accounts, suspending non-counter business and all payment account business within 5 years shall be implemented, and they will be put into the management of the basic financial credit database and entered into personal credit information. Those who constitute a criminal penalty shall be severely punished in accordance with the law.

3. Special reminders

1) Leasing, lending, and selling bank cards and mobile phone cards are suspected of illegal crimes, and the public security organs will severely and promptly punish them in accordance with the law, with a maximum sentence of up to three years of imprisonment.

2) Credit punishment will have a great impact on work and life of an individual's family.

3) Teachers and students must protect their personal information and refrain from getting into a disadvantaged situation by renting, lending, or selling bank cards and mobile phone cards for small profits.
